Dawn Carter-McDonald

Dawn Carter-McDonald is the Chief Executive of Hackney Council, the borough where she was born. She is a Lawyer with over 20 years public service experience, starting out as a Child Protection Solicitor rising to becoming the Director of Legal, Democratic and Electoral Services before securing the top job in May 2024.

As the London Borough of Hackney’s Chief Executive, Dawn leads the council’s operations, acts as the principal adviser to the elected Mayor and cabinet, and manages strategic policy and statutory duties.  She is responsible for the 4,000 diverse workforce and executives, along with developing the vision and plans to secure a high performing and well-manged authority which has a population of nearly 280,000 people.

Dawn is the youngest child of Enid Merinda and Reverend Isaac Newton Carter who was the Bishop of the New Testament Church of God, Wood Green, north London. The principles of serving her community has always been a personal driver because of her father’s influence.

Dawn’s faith has kept her resolute. She was ordained a Minister in 2023 and recognises the opportunities that her Leadership role brings which she puts down to the Lord’s favour and gives God all the glory for his grace and blessings. She is keen to ensure Hackney Council continues to work hard to ensure everyone can take pride in the borough and their community.
